Is it illegal to have a home bakery business in new york?

i live in bronx, new york and am thinking about starting a home bakery business for people pastries and also pet pasties =] how can i begin and what is everything that i need to consider? what are the laws for new york home bakers?i have everything as far as the budget for supplies, its all up to how to go about permits. thank =]
